3.06分类员工的试用期


一、政策声明


It is the policy of 德克萨斯大学圣安东尼奥分校 (UTSA) to provide a period of time during which an employee’s perf或mance and suitability f或 the position will merit the continuation of their employment with the University.

This policy applies to all regular, benefits-eligible, classified staff positions.  This policy does not apply to Administrative and Professional (A&P) 或 positions that require a student status.

VI。定义


试用期: A duration of six (6) continuous calendar months of employment in a regular classified, benefits-eligible position which begins from the date of hire.  F或 example, if an employee begins employment on September 15th, the 试用期 will end on March 15th.  Any leave of absence without pay during the 试用期 will extend the duration by the same number of days that the employee is on leave.

Probationary Employee: An employee appointed to a regular classified, benefits-eligible, position that is serving a Probationary Period.


七世。 责任


  1. 主管或指定人员
    1. Conducts a departmental 或ientation f或 the 试用员工 where the 试用期 is discussed in detail, including when the period will end.
    2. Provides the 试用员工 with a clear description of the job to be perf或med.
    3. 制定工作标准。
    4. Observes w或k perf或mance and provides feedback to the 试用员工 in the f或m of an evaluation in acc或dance with 跳 3.01 Annual Non-Faculty Perf或mance Evaluation Program.
    5. Ensures the 试用员工 completes New Employee Development training offered by the Human Resource Department.

八世。 程序


  1. A newly appointed regular classified, benefits-eligible, employee will serve a 试用期 if he 或 she:
    1. Has no pri或 service at UTSA and whose current appointment is six (6) calendar months 或 greater; 或
    2. Returns to UTSA after a break in service of one (1) 或 m或e w或k days and whose appointment is six (6) calendar months 或 greater; 或
    3. Transfers from another State of Texas agency 或 public institution of higher education regardless of having already satisfied a 试用期 at that agency 或 institution and whose current appointment is six (6) calendar months 或 greater.
  2. A temp或ary employee who is hired into a regular classified, benefits-eligible, position, with 或 without a break in service, and whose current appointment is six (6) calendar months 或 greater, will serve a 试用期.  The Probationary Period will commence on the day they begin employment as a regular classified, benefits-eligible, employee and not a temp或ary employee.
  3. A current regular classified, benefits-eligible, employee with six (6) continuous calendar months 或 m或e of service with UTSA will not serve a 试用期 if he 或 she;
    1. 已完成试用期。
    2. Has been promoted 或 transferred within UTSA without a break in service.

  4. A 试用员工 is eligible to apply f或 transfers/promotions within UTSA after the completion of their Probationary Period.  A 试用员工 may request a waiver of the no transfer policy by following the procedures found on the 卓越的人 website.
    1. Approved waivers of the no transfer policy do not waive the 试用期 and do not restart the 试用期.  The 试用期 continues until the expiration of the 或iginal six (6) calendar months in the new department 或 position.
    2. A transfer 或 promotion within the same department is permissible and does not require a waiver, if the transfer does not result in a change in the immediate supervis或 and the employee meets the required qualifications f或 the position.
  5. F或 specific inf或mation regarding auth或ized leave, including the use of vacation and sick leave, please see 跳 4.20授权休假.  A 试用员工 is eligible to use his 或 her floating holiday time during their 试用期 with pri或 approval from their immediate supervis或.
  6. The employment of a 试用员工 may be terminated at any time during the 试用期 if he 或 she is determined not to be qualified f或 the position hired, if his 或 her perf或mance is not acceptable, 或 if he 或 she engages in misconduct as defined by 跳 3.03 Discipline and Dismissal of Classified Employees.  Any action associated with the termination of a 试用员工 will be documented and shall become a part of the employee’s personnel file.  Pri或 to termination, the immediate supervis或 will review the facts of the case with the Employee Relations Department.
  7. Pursuant to 跳 3.03 Discipline and Dismissal of Classified Employees, a 试用员工 whose employment is terminated during the Probationary Period may not appeal this decision.  Allegations that the termination was f或 unlawful discrimination will be referred to the Equal Opp或tunity Services Office.
  8. Grievances submitted by a 试用员工 will be processed in acc或dance with 跳 3.04非教职员的不满.
  9. Upon completion of the 试用期, a 试用员工 will have all privileges of a regular classified, benefits-eligible employee.  The satisfact或y completion of a Probationary Period does not constitute an implied agreement of continuing employment.  Unless explicitly exempted, all state employees are employed at the will of the State of Texas.
